The subscription business focuses on inventory, fulfillment, and customer service without waiting on donations. The 10% commitment is public and city-specific — not an occasional campaign or whatever is left after the year closes.
Department codes connect purchases to a local pool. Ten percent of that city's sales funds alarms and batteries that go back to its partner fire department for distribution to families who need them.
A separate nonprofit could pursue grants, charitable gifts, and corporate sponsorships to expand the free-alarm program — adding funding reach without making the subscription wait on nonprofit formation to prove the model.

Every plan ships a mixed pack — 9V batteries and AA pairs in one shipment, matched to the alarm counts each plan covers.
No. Batteries are only one part of maintenance. Test each alarm monthly and follow its manufacturer's guidance for battery and unit replacement.
Those units don't need replacement batteries. Leave them out of your count and replace the entire alarm when the manufacturer says it has reached end of life.

Yes. If your alarm count changes, move to a different plan before your next shipment — you'll only ever pay the launch price of the plan you're on.
